James Cullen was born in Sunderland; he served with the 3rd Bn during the Boer War. He re-joined in 1904 and served up until 1919. Soon after discharge, he joined again, serving in the occupation army in Germany.

For his service in South Africa, he was awarded the QSA; he is also entitled to a 1914 Star bar Trio. His service during WW1 was marked with misconduct; he received Field Punishment Number One in 1916.
