The reverse of image is annotated in ink ‘painted by Wheeler, 184 Fleet Street, London, April 1827
The painting itself is slightly chipped and scratched around head and the black coat appears to have been over painted.
The border to the image is rather crude and presumably was intended to be under a mount.
The picture is loose from frame, which has lost pins to sides and come apart. There is no apparent damage to frame
