Charles Frederick Palmer was a member of the RAMC Territorials. In civilian life he was an accountant.  In 1902 he was awarded the 1902 Coronation Medal, for his service with the Police Ambulance Service, this is a very rare medal with only 204 being awarded.

During the Great War he served at home and was awarded the MSM, announced in the London Gazette on the 3rd June 1919. The TFEM may be a 'self' award.
