There is a mesh beneath the plaster topping and there appears to be sections of wood beneath.
It is difficult to say that the horse is made of wood as outlined above but it is likely there is basic wooden frame. The rocker framework is wooden
Please note that the horse rocks in all directions and the framework will need some restoration to stabilise including the hinges and fittings where it attaches to the horse itself
